The second naval battle of Guadalcanal, during the night of November 14/15, pitted a Japanese task force centered around the fast battleship Kirishima, plus Atago and Takao, against a smaller American task force with the battleships South Dakota and Washington. The scenario seemed a favorable one for the IJN, with a large force of destroyers led by two of its finest heavy cruisers working at night against an improvised American force operating in confined waters. Atago and Takao each launched eight torpedoes at Washington from a mere 4,000 yards' range, but all missed.

Torpedo armament remained heavy - 12 tubes in triple mounts. Design speed was set at 37 knots. As in the earlier heavy cruiser designs, the magazines required protection against 8 in shells and the machinery spaces were protected against 6in shells. This set of design requirements was literally impossible to achieve on such a small displacement, even with extensive electric welding to save weight. The design adopted in 1931 was overweight at 9,500 tons. The original Mogami design borrowed much from the Takao class.
